Process Outsourcing Maturity Quotient (POMQ)

Organizations are increasingly outsourcing non-core processes and focusing their internal resources on core competencies. Outsourcing has the potential to free up resources that may be delivering sub-optimally in non core areas as also leverage economies of scale wherein an external service provider can aggregate similar services to provide scale and cross pollination of best practice. Along with outsourcing, there is also a significant move afoot to off-shore processes to low cost locations, providing further cost benefits. Off-shoring also has advantages in cases where global engineering is to be supported as quite often the low cost support locations are also low cost manufacturing locations that can be leveraged.

Unfortunately, outsourcing is not as transactional as it appears and significant thought needs to go into preparing a robust roadmap to ensure that the outsourcing and off-shoring program is successful. This is even more applicable when the processes under consideration are complex product development and engineering processes. One needs to consider multiple aspects including the base maturity of the processes as also the involvement of the third parties e.g external suppliers, in the execution of the business processes.

The Process Outsourcing Maturity Quotient (POMQ) for a process is an indicative measure of the amenability of a process to be outsourced. This provides a yardstick to identify the low hanging fruit, having lower risks associated with outsourcing, thus enabling the preparation of a roadmap that minimizes risk and ensuring that the outsourcing scales up as expected and provides the business benefits originally intended.
